Since the washer is a newer type and it has been plugged in (we assume)
properly, the idea of grounding issues only serves to discuss the possible means of coupling the generated source (from the Dryer) into the radio...Believe it or not, they may
be having a violation of FCC Part 15 regarding their electronics.

"Appliances" are exempt from FCC certification under Part 15.103(d).

"Sec.  15.103  Exempted devices.

(d) A digital device utilized exclusively in an appliance, e.g.,
microwave oven, dishwasher, clothes dryer, air conditioner (central or
window), etc."

The intervention to resolve the problem only manifests when the Part 15 device causes interference to a licensed service. But a manufacturer of an appliance with digital and switch-mode electronics is not compelled to affirmatively certify a device deemed an "appliance."

The relevant section in Part 15 was last modified at a time when computers and switch-mode power supplies had not yet taken over our ovens, coffee makers, washers, dryers and refrigerators. Part 15 is badly in need of an update to address modern appliances.
