I'd say the switch has some burned or melted contacts.

Hi all.
I recently purchased a used TT 238C tuner from TT and other than functioning
correctly in the bandpass position, it will not tune my antenna system at
all!
I pulled the cover and can find nothing amiss. It acts like the roller
inductor is not in the system and the padding caps on the high z/low z
switch are all not correct value.
Visually it all looks pretty much like new on the inside.
Will call Stan at TT early monday am and see what he says.good thing they
warrant their equipment.
