won't tune dummy load…will slightly mistune same…
am also using 238A for reference that tunes my antenna system good. 
Running an 80 meter horizontal loop with 450 ohm feeders and 4 to 1 balun in 
shack…also comparing to the TT tuners internal balun.
all 4 ant positions check good…sees flat into dummy load w/o balun strap.
front knobs turn roller inductor and variable cap as should be.
It acts almost as if the roller inductor is not hooked up correctly. Cold 
solder joint? 
Stan(I think) told me that another ham had traded the 238C and a amp in for 
something else….wonder if the amp has fried something but cannot detect and 
signs of it.
