I had similar problem and found a couple of xtals were missing. Replaced the missing xtals and still had problems on 10 meters . I found that reseating the xtal w/ some deoxit took care of the problem. I agree if the jumper on the back is missing it is probably the problem.

On the back of the older Omni radio there was a jumper used when no external VFO was attached. If That jumper is missing you will have the symptoms you describe.
