I don't have a good handle on RFI from fluorescents, but there are (at
least) two mechanisms. One is radiation from the lamps themselves, and
that can be reduced by shielding (a screen that makes a good connection
to a mechanical reflector/enclosure, if there is one. The other is trash
generated by the ballast ("modern ones, I believe, have the same issues
as switching power supplies, and the trash is radiated by the AC wiring.
The RFI reflector might be a good resource for more.
