I'm not aware of anyone who ever said elevated system aren't better than
the same number of radials on the ground when only a few radials are used,
or that they aren't supposed to work.
While a small number of elevated radials in the air is better than the same
number on the ground, in every measurement I've seen sixty radials on the
ground (or in the air) is much better than a sparse elevated system, even
when the sparse elevated system is properly installed.

I visited that web page, and only saw a NEC based estimate of system
performance. It's pretty well known what NEC says. Where is the data from
the "real world" we live in??
In your St. Louis vertical, how many radials did you use and what frequency
was the antenna on? How did you measure the change?
