Probably the best folks to ask about dealing with lightning is NASA. They have 
to deal with it almost year round at Cape ZAP Canaveral. Also might skulk 
around Univerisity of Florida. I believe it was their crowd that showed up on 
PBS after setting up an underground bunker to study lightning strikes, 
deliberately attracted using the exhaust trail from model rockets. They 
monitored the voltage buildup in the atmosphere and fired the rocket at the 
optimum voltage level. The discharge path followed the exhaust and the tv 
footage was awesome.  Wacky but they did some real science with lightning 
strikes.
