Unless they've change recently their underground bunker is actually an above
ground "house trailer" about 300 yards from "ground zero". <:-))
It is what can best be described as a "minimal" facility to get the job
done.  Results are impressive too.

study lightning strikes, deliberately attracted using the exhaust trail from
model rockets. They monitored the voltage buildup in the atmosphere and
fired the rocket at the optimum voltage level. The discharge path followed
the exhaust and the tv footage was awesome.  Wacky but they did some real
science with lightning strikes.
