Could be. I'm in the south-western part of Virginia. I was really
surprised what the sign company was willing to do with their pole crane, all
for $75/hour, without having me sign any waivers, etc., all on my word that
I would send them a check when they sent me a bill.

Here is part of what we did:
http://www.klient.com/tower/LiftingAntennas.jpg

It is a 100' pole crane from the sign company lifting the top 20' of 25G,
the rotator, 1/4"-wall chromolly mast, 4-element SteppIR, OB2-40, cables and
top guys attached, my tool bag, etc. The crane was strapped to the OB2-40's
boom at the plate, putting an awful lot of trust in its boom-to-mast plate
as it had to support the weight of everything below it.

The concrete company made me sign a waiver before the truck would drive
accross my yard. But, the sign company didn't see to be concerned.
