Maybe I am misunderstanding what you are saying the article says? I
don't have the article.
You said: "In the article the neutral and ground are only connected at
the panel end and the transformer end".
That is the correct way to do it provided the "panel" is the main
service disconnect. If the panel is a sub panel or the main disconnect
is located at the meter or somewhere else away from the "panel" then the
neutral ground connection should be at the main disconnect only and not
at the "panel".
So which way is the article saying to do it??
