Hi Richards

Yes,in some cases--maybe :-)

If you have a vertical, with just a ground rod, you may have a great SWR, 
clear across the band.  Some people think that is GREAT!  But, it probably 
means you have lots of ground loss.

If you start to add radials, it will start to get the impedance closer to 
where it should be.  I'd think if it was perfect, it'd be around 32-35 ohms. 
With 50 ohm coax. that would give you, maybe 1.4:1 or so.  So, the SWR 
actually went up, but the efficiency also went up.  At least that's what 
some smart guy told me once :-)  73
