 I hesitate to jump in since I've been generally off the air as a 4-band VHF 
rover the last 3 years while I build a 10-band rover. On the other hand, 
reports from active rovers about the effects of WSJT (esp. FTx) on their 
operations has substantially lowered my motivation to complete the project.
IMHO, the simplest rules experiment to encourage the use of multiple modes is 
to count the phone, CW, and digital modes as separate contacts as is common in 
HF contests. Want to just maximize your overall score? -- operate on all three 
modes providing more signals for others. Want to stay with traditional modes? 
-- there can be categories for one-mode scores just like is typical for HF 
contests. More signals + more contacts = more fun.
Additional considerations like whether to get different points reflecting the 
difficultly of each mode (like some HF contests count 2 points for CW and 1 
point for PH), or whether to count grid mults for each mode or not, is not as 
important as at least counting each mode as a separate contact.
Just a barely-informed opinion offered from the sidelines ...

activity. If there is a rule change I would support the idea of being able
to work a station twice. Once on digital and once on CW or SSB. That would
help reduce FT8's dominance.
