I believe the original idea was to make use of the higher bands so as not to 
lose them. Back when you had to build your equipment to operate there, and 
incentive was called for and applied in contests by giving higher points for 
higher frequencies. While it can be argued that changing the rules to not allow 
higher points for higher frequencies will discourage some operators from buying 
equipment, it can also be argued that use of the higher frequencies is not 
controlled solely by higher points granted for their use in contests.
I think it has a lot to do with money. A person can spend a lot of money to buy 
this equipment and buy himself a win in a contest by doing so. Someone like me 
can enter a contest in single op, high power category on six meters, accumulate 
a much larger number of grids and contacts and lose to another person who has 
accumulated a lot of gear for the higher bands by buying it, yet gets fewer 
contacts and multipliers. This is the reason I push to do away with higher 
points for higher frequencies. At least have 220, 432 and 1296 contacts have 
one point like 50 and 144. Times have changed. Commercial gear is much more 
available now than it was 60 years (or more) ago when those rules were created.
I don't agree that it's more difficult now to make contacts on 222, 432 and 
1296 than it is on 50 and 144. 2304 and higher, maybe, a little, depending...

Leave the point system ALONE as it is increasingly difficult to make
contacts as you go higher in freq. It has nothing to do with equipment
availability! Has more to do with Time & Money....
