If it's the case that giving each QSO a unique serial number doesn't matter,
then I'm going to stop bothering to use an incrementing number at all - I'll
just hard-code the exchange at 001 (because if it doesn't matter whether I
send it twice or 10 times, it surely doesn't matter if I send it 2000+
times).
This is undoubtedly going to make contesting easier for everyone - because
now we not only have fixed RSTs but we also have fixed serial numbers. Which
means all I have to concentrate on is the callsign, and I'm pretty good at
doing that...
Now, if that won't get me disqualified from the ARRL and CQ contests, I'll
be absolutely amazed. And if it won't, they why do the rules require a
serial number?
