Tom, if it works ok with HRD, then maybe this will help.
In the Writelog.ini file, change the setting to:

9600, N, 8,  instead of
9600, N, 8, 1  in other words leave off the stop bit but leave the comma.

That is what I had to do

So far, nothing I've tried has worked.  I'm pretty tech savvy and I really 
believe the problem is with the software.

I had high hopes for putting this program on the air for sweepstakes.  I 
really want to like it, and I'm sure I will when it works for me.

Downloaded N1MM for the weekend's contest support.

I made sure the settings were correct in the entry window.

A few other things I’ve tried:

Changing the data rates – no joy.
Changing the line in the setup window – no joy.
Swapping the location with the working IC-7200 – no joy.
I’ve done several full reloads of writelog – no joy.

Getting frustrated . . .

You did set the frequency in that entry window to "rig on com 4" didn't you?
