The failure in the Rules is that they fail to see ALL wiring connected to a potential noise source as a radiator. Having served as Vice-Chair of an international standards body (the Audio Engineering Society Standards Committee WG on EMC) for nearly 20 years, I understand the difficulty of reaching agreement on complex issues, even without the influence of the corruption of financial influence by corporate interests.

More than ten years ago, EU members of the EMC WG noted that EU Standards were being updated to require compliance testing of products with wiring as they would be used in systems.
