Dave, 

Given your ground conditions, I'd suggest looking into 
the pennant or flag antennas.  The flag was developed 
by K6SE as  ground independent receiving antenna to 
avoid the ground dependence problems exhibited by the 
K9AY, EWE and similar antennas.
