Rudy is a great reference for anything he's chosen to study. An excellent engineer and scientist.

Ground characteristics are much more significant for vertical polarization
than for horizontal polarization.

I'll take that one step farther -- VERY significant for vertical polarized antennas, but hardly matters for horizontal antennas. With horizontal antennas, what matters most is electrical rigging height (and, of course, terrain).
