Just to make my point clear, any decent access point can be configured to 
function as a repeater.  It merely needs to be within recption distance of 
another access point.  All it needs is power - no additional network cable runs 
are necessary.

Assuming this is a relatively flat area, why would you need any more than about 
20 feet in height - enough to clear nearby vehicles and similar obstructions?

Height isn't going to compensate for low signal strength.  Maybe what you 
really need is more than one access point?
