Oh, another thought: A 30' tower with a small tribander is a pretty trivial 
installation, you may consider just putting it up and seeing what happens.  
Around here you don't need to ask permission for anything that short.  Even if 
it was guyed at one level with "temporary" guys, it would only take a couple 
hours with some buddies to throw it up.
