I don't see how it is possible for the angles to be the same

Draw a vertical line representing your tower.

Now, draw lines from the vertical line outward, at a 45 degree angle, even some at 22.5 if you like, representing the guys.

Now, draw any random diagonal, squiggly, or stepped line through the other lines.

Did the other line angles change?

Even if you have to lengthen the lines to compensate for stepped ground, the angle stays the same.

Stepped ground makes it easy, no change from flat, other than guy length, and tension to compensate if guys terminate at different levels. The 3' height difference you mention won't add so much tonnage to be an issue, much beyond more or less birds, more or less wind, et cetera.
