Not in general. In the unloaded case, C1 and C2 of the pi-tank form a capacitive divider across L. Since the capacitance of C2 is always much higher than C1, the RF voltage across C2 will be lower.



All of that can happen without any kind of oscillation, either at the signal frequency or parasitically at VHF.
