Ian -- The Tune-C on my SB-220 has a potential withstanding ability of c. 3600v. For the Load-C it's about 1000v.

Ian -- Would not the Load-C be likely to arc with no load?

Not in general. In the unloaded case, C1 and C2 of the pi-tank form a capacitive divider across L. Since the capacitance of C2 is always much higher than C1, the RF voltage across C2 will be lower.
