They DID get in your shack. The procedure was this:  

1 Park a vehicle nearby with field strength measuring equipment.
2. Take the FS reading on a carrier.
3. Enter the house and transmit.
4. Verify that the FS reading was the same.
5. Measure the DC input (presumably with their meters) and issue
citation if justified. 

As another poster pointed out, refusal to allow entrance to the shack
was itself cause for license revocation.
