The question concerning a 24 hour category arises almost every year.

You might what to have a look at a survey that was carried out on
contesting.com that explored the idea of a 24 hour category in the CQWW and
ARRL DX ( http://www.contesting.com/survey/95 )

The survey question was based on N4ZR and N2MG's article (
http://www.contesting.com/articles/401 )

The survey results suggest that a 24 hour category could increase
participation.

Another approach to handling this problem was examined in a survey regarding
"a contest within a contest" ( http://www.contesting.com/survey/93 )

Generally speaking both of these surveys suggest there appears to community
for support for a 24 hour category. It seems that this category could be
implemented in a number of ways ranging from soliciting the support of the
contest sponsor to involving a new sponsoring group to handle scoring and
results without disturbing the original contest.

Perhaps all that is required is some coordinated effort to how to encourage
or implement a 24 hour category.
