That depends on what your definition of "best" is...

You don't need to go used to stay under $900. The Elecraft K2 has one 
of the best receivers made, and is available NEW for $600. Of course, 
that's a CW-only 15-watt rig in that configuration, lacking many bells 
and whistles. Adding these other options (SSB, 160m, NB, 100W, DSP) 
will easily take you over $900 new. However, since you have to build 
each component you may be able to spread the purchase out over time. 
This certainly worked for me.

That said, you can sometimes find built K2s for less than $900 with 
most of the options. Not terribly many of these on the used market, but 
they do show up.

Other rigs to consider in this price range: FT-1000MP (at $900 would be 
a deal), TS850, Omni V or VI, FT-990, IC-765. All are good radios.
