Yes, the rule wording for the low-band antennas is not clear. As written "...and single-element antennas on 40, 80, and 160 meters", it is not clear if that means ONE antenna for each of 40/80/160, or any number of single element antennas. If more than one is allowed, why wouldn't a Beverage be a "single element" antenna since it is just one piece of wire?? If you want to disallow separate RX antennas, just say that only ONE antenna is allowed for each of 40, 80, and 160.
