The past two years have been anomalous with respect to SS from what I
remember.

I decided to plot it out.

Since 2001, there have been 100 Top 10 spots in SS Phone in the SOAB
category. Outside of Florida which is a propagation entity unto its own, a
station from call areas 1, 2, 3, and 4 has placed in the Top 10 only TWICE.
That would be me in 2009 and again in 2010. Nobody in W1-W4 has made it
above #8.

By contrast, stations in W5, W6, W7, and W0 have made it into the box every
single year. W9 made it three times. W8 made it only once - N8II in 2009
(the same year I made it to the #10 spot).

So, tell me again that there is no bias here? But do you see me asking that
the rules be changed???
