Afraid not. The bandwidth of each decoder channel is only 50 Hz, and
all the focus is on recovering the information (i.e callsign, frequency,
speed)

I think the monitoring and enforcement should be a responsibility of the

That is a great idea!
Not quite. When someone is clicking or splattering, I don't want to give them
the advantage of a spot, so I spot them to a frequency where I hear their
clicks or splatter.
