Not only because of static, but also because of possible differences in 
equipment ground references, ALL electronics should be off while 
interconnecting devices with different power sources.  Just is prudent not 
to push your luck.  There are lots of things with floating grounds that 
might survive being plugged hot; but it is not worth the aggravation to find 
out the "experimental"  way.  And, this issue may vary with time of the 
year, and hence the static level being developed.  Naturally, static is a 
bigger problem in cold dry climates than the hot muggy seacoast.
