Note that the harder the grade the bolt is the quicker it will rust. That is why, if grade 5 is called for it should be galvanized.

I'm no engineer, but the downward force of 200 lb. of tower and some guy tension is not going to shear the bolts. I've seen a fair amount collapsed tower and have never seen any bolt shear.
