One can see the answers to most of these questions in

All of the verticals are similar in construction ... note the on 
ground radials are clearly visible below both antennas in the 
array. 

The use of radials to reduce ground losses with 1/2 wave verticals 
is independent of feed method (base vs. elevated vs. off center) and 
feed impedance (only effects matching method - not ground losses).
