yes.. Too early in the morning.. at 2:1 VSWR, the max/min is 2:1, but in that case the min is lower than the matched voltage and the max is higher than the matched voltage.

I'm used to thinking about worst case mismatch (e.g. a shorted waveguide or transmission line).
