With small verticality errors, straightness is more important than vertical perfection.

Keeping the tower "in-column" is more important than a little lean.

I have 13 towers up right now and have never in my life used a plumb bob on a 
tower.  They look pretty straight up and down to me :-)

Drop a string with weight (plumb bob) from leg at 20 ft point. How far is 
string from leg at concrete base? Do it with no wind.
