Personally, I would stay out of the window, but being QRP, it probably wouldn't 
matter either
way.

To answer your question, you should probably direct your concern(s) to the 
sponsor (ARRL,
in this case).   ARRL, for one, clearly appreciates what a "DX window is."    

I am looking at their rules for the 160 contest:

6. Miscellaneous:

      6.1 The segment 1.830 to 1.835 should be used for intercontinental QSOs 
only.

If one looks at the Rules for the SS, you will find:

6. Miscellaneous:

      6.1. Work each station only once, regardless of the frequency band.
      6.2. Only one transmitted signal at any time is permitted.


Nothing about DX windows.

I'm not sure about the band at 0930z, but at other times (such as 0600?), it 
was totally full
here (right up to the very top...3.998).

Again, I would not personally CQ in the "window" but for others, there is, 
ostensibly, no
perceived obstacle or infraction.  Without "written instructions" otherwise, it 
is a 
personal decision.
