If the "rules" of being a member of this association is that you follow 
the associations rules, then you have to follow this rule.

The VERON (dutch member of IARU) has in its rules that it will encourage 
use of frequency plan as they are decided by IARU and IARU Region-1.
I couldnt find it, but I guess the DARC has the same, so they are bound 
to the IARU band plan.

I was trying to find in meeting notes what the description is of 
"preferred contest segment". Couldnt find anything as the IARU R1 
website is under construction.
It can be explained differently.
