You think training installers to seal properly is easier than
installing a simple pressurization system? Nope!
Now consider that a pressurized system will continue to function
even with bullet holes in the coax, and when a repair is needed,
the repair can be done in the rain, etc, etc, and it's easy to
imagine why broadcast stations, uplinks, and other mission critical
installations use pressurized feed systems.
But a couple hundred feet of dry 9913 can be made to stay that
way without a lot of trouble.
BTW, bullet holes in the coax IS a very real concern for stations
in metro areas.
