Yes I do it every 1/2 year, on 29 rods ..... use cheap Walmart towel's, crushed gypsum, Bentonite clay powder and and ice cream rock salt...... The top 12 inches of the ground rod is encased in a Loews Sprinkler canister, with the bottom cut out ...a towel is soaked in a slurry of water and rock salt ...the towel is stuffed into the canister surrounding the ground rod, a equal mixture of rock salt, Gypsum, Bentonite is dumped into the case and filled to the top...screw on the lid to the canister and drill 1/2 dozen 1/4 inch holes so rain water can get to the chemicals.... In the summer I may dump a couple of gallons of what on top to keep it moist... To enhance the procedure...after the system is been in , before you add a new towel, take a TV antenna 4 foot ground rod and drive it an inch or two from the rod..then pull it out...put about 4 holes in the earth... The theory ...the gypsum retains water keeps the Bentonite from drying out and losing its activity, and keeps the salt moist but not wet, and slows down the dissolving process ......the towel retains all, and slowly lets it into the earth as it drys...When it rains..it recharges... Go to my Web page.it's big so be patience as it loads, go to the bottom where the grounding system has pictures etc....

Backfill with bentonite or similar conductive earth material. I know a local installer who puts up broadcast towers who did this and created a ridiculously low resistance ground network on a rock mountaintop.

Yes, but -- it's my understanding that bentonite and similar materials must be recharged periodically to be effective.
