Two quick points on this...
The survey was intended to determine a general feel
for what should be allowed and who thought that way.
A solution wasn't intended.
Giving grid circlers their own category gives the
strategy a "pass" when it comes to playing by the
events intent. We want them to play with everyone
else, not in their own sand box.
