40 will remain a problem until the band is reallocated, hopefully soon.
What you say may be true, but consider that your list contains some
if the biggest of the big guns.  Those are the stations that consistantly
do well on 40 phone.  Also consider that it is the choice of the
Eur station whether or not to answer in the "CW" portion.  Obviously
a lot of stations do, or folks would not be listening there.  In addition
consider that there are countries in all 3 regions that use 7.0-7.1,
not just Europe.  Oh, just one more thought, band plans are
RECOMMENDATIONS, not regulations.  They are well suited for
day to day band utilization but, particularly in the case of 40m, are
not necessarily suitable during an international phone contest.
