I've been reading (to some degree) the commentaries regarding using excessive 
power in CQWW or other contests.

It seems that there is more discussion in Amateur Radio Contest circles about 
cheating than any other sporting activity
that I'm aware of.  Not sure what that says about our hobby but it's not very 
positive.

I've always wondered what satisfaction cheaters get if they win and others know 
they broke the rules - I think it takes
some sort of really warped personality(ies) to enjoy a victory which is not 
deserved.  Unfortunately due to the nature
of the beast we'll never be able to control it without putting an observer at 
every participating station ala WRTC which
of course is impossible.  So...........the only thing that can be done is 
self-policing which also doesn't seem to work.

Bottom line is that there is no solution - let them enjoy their shallow 
victories and if you can prove it let the world know
in no uncertain terms who they are.  Those of you who can be included in the 
group that I'm referring to may think 
about it a little and consider the value of being dishonest - you're no better 
than common criminals.
