If someone is mistaken about the zone they send from, and send the same 
information for the duration of the contest, and the receiving station 
accurately copies that information into their log, then there should be no 
penalty at all.

On the other hand, if the receiving station station does not accurately log 
WHAT WAS SENT, they obviously should be dinged for poor copy.

(2) Scoring the contest. For SCORING purposes, if the contest committee/log 
checkers determine that the station sent the wrong exchange (zone, state, 
etc.), then the stations who COPIED the wrong data should not be excessively 
penalized.
