It's pretty easy, Doug.

Goes like this.

Station A sends:  "599 14"

Station B copies that, logs it, and sends: "TU 599 02"

Station A copies that, logs it, and sends:  "TU QRZ"

Station A and Station B send their logs to the sponsor.

Sponsor compares/crosschecks the logs and grants or denies credit for the Q.

How hard can that be? (In your opinion)
