Checking the exchange wouldn't be adding a new rule.  The rules already 
require the exchange of the report.

Good contestants in any sport would expect that higher skills would be 
rewarded over lesser skilled players.

The governing body should be expected to monitor ("check") the skills of the 
players, in this case the skill at accurately sending and copying the 
information that the requires sponsor them to exchange.

So, is the point of this thread to get organizers to cross check the signal
report? If so, this is the only sport on the face of the earth where
competitors encourage the governing body to add more rules.
