There is a simpler answer.

Sometimes, the other station simply doesn't want to QSY at that time.

I've had it happen to me quite often, and especially on phone.  

For example:  I work someone, such as PJ4X, on 15.  The op informs me that I
haven't worked PJ4X on 10 yet, and asks that I QSY.  So... don't I?

(1)  Sometimes, I'm the one being called on my run frequency.  I give up
that run frequency, even for a moment, and I run a real risk of it being
occupied when I come back, if I come back.  

(1a)  And to be perfectly frank (Hi Frank!), there are a few "big gun"
stations that will do this, and then try to grab my run frequency
themselves.  

Look... I'm running a simple station, barefoot, with verticals.  For me to
give up a run frequency, when I've been holding it for awhile, will take
quite a lot.  Sometimes risking it just to work another mult, especially
early in the contest, or when I will be on that band and are likely to work
them soon enough, simply isn't worth it.

(2)  I don't have propagation to that part of the world on the other band at
the time.  You do?  Well, great.  But -- you're running with a beam, I'm
not. 

(3)  I may be running a single band entry.  

(4)  As I've been doing a lot in the ARRL DX contests the last few years, I
am running Multi-Single.  That means I have some friends over, and we're
combining having some fun together along with my working with prospective
new contesters who don't have their own stations, to get them experience.
(Don't knock -- KB3ERQ just upgraded to General, and one of his incentives
was to be able to start working DX, just like he does at my place).  

Point is, I may have time or other restrictions on how often I can QSY, due
to my planned entry class.  So -- you've asked me to QSY, but right now, I
(or my station) can't. 

(5)  This is the uncomfortable one:  You (or someone else doing the same
thing) has, pardon my language, pissed me off.

How?  Someone asked me to QSY, I politely declined for any of the reasons
mentioned, and that other op STARTS GIVING ME AN ARGUMENT.

Like I said before... I'm at best a little pistol.  My time or ability to
hold a run frequency can be limited, and is precious.  I ought to be working
you on the other band soon enough, if I can.  And someone is breaking my
chops because I don't drop everything I'm doing, my plan or strategy, RIGHT
THIS SECOND and go elsewhere?  Worse, they're tying up the frequency and
PREVENTING me from possibly working others... because I won't acquiesce to
your wants?  

With all due respect:  Get real.  No means no... or at least, not just this
moment.

But... now I'm irritated.  I've lost a precious minute or three, possibly
have to re-establish my calling.  And worst... a few minutes after I get
myself re-established, and I'm working folks again... another station asks
me to QSY to another band... again?  Let's just say that it's not likely
that I'll be in one of my better moods...

I'm sure others have other reasons why.  Suffice to say... a request to QSY
to work someone on another band is just that -- a request.  The station
being asked may not be able to comply.  Don't sweat the small stuff.  Just
say "thanks for considering" and move on.

Ok, let's open up a new thread...
 
Something that I have noticed for years is that when trying to get another  
CW station to QSY to another band, typically because you need him as a 
mult, I  will get no response to the "pse QSY to ...such-and-such band"
request. 
 
 
In last week's ARRL DX CW contest from PJ4X, we tried repeatedly to get  
stations to move to other bands, but were more-often-than-not met with the 
"deer  in headlights" blank stare!  In comparing notes over 807's after the

contest, we concluded that if the other station was loud and fast, there was
a 
 good chance that we would get a successful QSY.  Otherwise, generally, no  
response at all.  
 
Can it be that so many stations are 1.) not really copying (or can't  copy) 
the code, 2.) not interested or able to go to another band, or  3.) quickly 
moving off the frequency before we can even send the QSY  request?  With 
respect to the last point, we tried different canned QSY  requests in our
"TU" 
message.  We tried "R PSE QSY TO ...", "TU PSE QSY TO  ...", and bluntly 
"PSE QSY TO ..."  My guess is that we got  successful responses to less than

10% of the requests to QSY.
