I think it bothers more people that people are using databases that they
did not create to attempt to give them an advantage in the contest than
it does people changing their check. The agenda is penalizing people
that use databases instead of copying what was sent.
John you can send whatever prec you want. I hope it matches the log you
are sending in. If you are not sending in a log then it doesn't matter
at all. People have inadvertently changed their prec in the middle of a
contest by using packet by mistake or forgot to turn the amp off etc.
You can break the speed limit in most places by up to 5 mph. This is not
much different.

As the competitor copy what is sent and log it and work the next guy.
The rules do not specify that all competitors should start with
QSO #1. Starting with another number to attempt to dissuade
competition probably breaks some other type of sportsmanship
rule. I have heard of people doing this. I have no proof that it
was ever done. Do your best and let the chips fall where they
may. Even if someone had 100 more contacts than you did, you have
no clue how much time they have in or if they even intend to
finish the contest, heck who knows, maybe the amp dies or the
power goes out for that station.
I would hope that everyone would start with Qso #1.
