Here's another take on the SS. I don't expect it to make anyone happy, but
here goes.
Why not combine both contests into one weekend? Participants can operate one
mode or both. There would be three scoring categories, CW, Phone and Mixed.
You could enter CW or Phone or both as Mixed.
This should provide more activity throughout the contest. Change modes if
things get slow.
The other weekend could be made available for a new, 21st century contest.
Maybe it could be left open for a few years for various contest design
experiments. Each year a sponsoring group could reserve it in advance to run a
test contest. See what happens. It almost certain that some interesting ideas
would emerge and eventually a new contest.
An international contest seems best to me, but maybe designed so regional or
national competition is weighted more.
I'm sure there are many ramifications to this I've not thought of. I'm also
sure they'll be pointed out to me. That's OK. Just brainstorming.

All:
I would not be in favor of making any changes to one mode but not both modes -
the only difference in the rules for CW vs SSB should be the mode you are
required to use to make the contacts. If some changes are deemed potentially
desirable for both modes I would like to consider that.
