Yes Bill, you are right.
  If you want to use Packet - YOU MUST ENTER as a MULTY OP.
  SINGLE OPERATORS ARE NOT ALLOWED TO USE PACKET, end of story.
  (Time to repair broken furniture - to many discrepancies)

As I interpret it, single ops who use spotting assistance must enter 
under the MO class.
