The rule you are looking for is here:

These are the general rules for ARRL HF contests.

The specific rule is:
"2.1.2.Single-Operator stations are allowed only one transmitted  
signal at any given time."

So, your statement #1 is incorrect. The use of more than one  
transmitted signal is PROHIBITED for the single operator category.
