Correct. This whole discussion is only relevant to exchanges that are
numbers only. When the exchange is letters, such as CA, it doesn't
matter whether one uses dashes or not, since the transmitter will
insert a LTRS shift after the dash anyway, and if there is a space
instead of a dash, USOS will insert one too. .
